Transitioning from paper-based permitting to an electronic system can appear to be a straightforward technology upgrade. In reality, it often reveals deeper challenges in how work is planned, communicated, and executed across teams.
This session shares NWR’s journey toward electronic permitting—not as a simple system rollout, but as a broader evolution in how work coordination occurs. As implementation progressed, the project exposed gaps between planning assumptions and field realities that paper systems had previously hidden. Adoption challenges, workflow conflicts, and early design decisions forced the team to rethink how permitting should function in live operations.
Rather than presenting a polished success story or a technical deep dive, this session offers an honest look at the lessons learned along the way: where the rollout stalled, how resistance shaped improvements, and what changes were necessary to better align planning, risk awareness, and field execution.
Ultimately, electronic permitting shifted from being a transactional approval process to a shared understanding of work. Attendees will gain practical insights into designing systems that strengthen alignment—not just speed.
